Census administration rests with the regional and district arms of government, with Ghana Statistical Service (GSS) providing the technical inputs and direction. The Committee therefore represents the National Census Secretariat at the district level and acts as its implementing machinery. |

The composition of the Committee should therefore reflect the multi-sectoral components of census taking. In addition to members being drawn from a wide range of institutions, they should represent a variety of subject areas and encompass several key competencies, such as planning and organization, presentation, communication and reporting, supervision and monitoring. Representation should be at the highest level of the institutions in the district, with the District Coordinating Director as the Chairman, and the District Information Officer as the Secretary. |

- DUTIES AND RESPONSIBILITIES
Within the framework of the national census programme, the Committee, which shall report to the Census Coordinating Team, has the responsibility for planning district level census activities, drawing from the national census programme, and for implementing the district census programme...more
Specifically, the Committee will assist the various national committees, the regional Census Coordinator and the Government Statistician with the following:
- Provide oversight and direction for the conduct of 2010 census activities at the District level, including:
- Coordinating the mobilization of resources for the census within the district;
- Reviewing and revising budget of the District census programme;
- Monitor the implementation of the census programme, ensuring timeliness and adherence to the agreed work-plan;
- Ensuring judicious use of resources, financial, material and human.
- Contribute to the development and dissemination of public information materials, by:
- Adapting census publicity materials to district specificities, including local events and public media;
- Assisting with the census advocacy and promote inter-sectoral and institutional support;
- Formulating a sustained publicity strategy, including a information and communication programme on the census;
- Conducting media briefings on census activities in the district.
c. Facilitate the programming, conduct, monitoring and evaluation of field activities, including:
- Compiling information on facilities at district level, such training facilities, hotel accommodation, cost of transportation to major localities in the District;
- Securing and maintaining office accommodation and storage space;
- Reviewing, appraising and monitoring various census plans and activities;
- Managing the mobilization of logistics (vehicles, equipment, etc) needed for the smooth operation of the census;
- Ensuring that technical, administrative and logistical aspects of all phases of the census, including finalization of cartographic work, the trial census, the main census and the post enumeration survey activities, are effectively addressed.
- Assist with the recruitment and training of census personnel in the district, by:
- Identifying potential institutions in the district from which candidates shall be drawn;
- Circulating invitations for applications;
- Compiling the list of applicants and organizing their assessment to short-list candidates;
- Supervising training and evaluating the performance of candidates;
- Categorizing successful candidates as enumerators, stand-by field workers, supervisors, etc., and assignments to localities and enumeration areas (EAs).
- Direct and manage the financial operations of the census, including:
- Submitting requests for the release of funds;
- Certifying the use of census imprest account for approved activities;
- Reporting on the expenditures.
- Provide logistical support at all stages of the census programme, including:
- Ensuring that census inputs were secured as planned and are available in sufficient quantities;
- Receiving and distributing census materials/documents to field workers;
- Dispatching and retrieving questionnaires and reusable field materials.
- Advise the Regional Census Coordinator on administration and related technical matters, including:
- Monitoring progress in the field, identifying potential problems, bottlenecks, lapses, challenges, etc.
- Providing direction in the resolution of difficulties.
- Submit monthly reports on activities of the committee, status of programme implementation and financial status to the Regional Census Coordinator, The Census Management Team, the Census Coordinating Team, the Census Implementation Team and the Regional Statistician.
- Respond to other issues that may come up from time to time in the promotion of the objectives of the census.

Following the Board’s directive allowances shall be paid upon timely completion of the preset output for the period. Acceptable evidence of completed assignments shall be: (1) Completed work tracking form(s), and (2) a report covering: (a) objectives for the period, (b) activities, (c) outputs, (d) Main/notable achievements, (e) specific problems and challenges, and how they were addressed, and (f) recommendations/suggestions. |

The National Census Secretariat has three management levels in place to facilitate the implementation of the forthcoming national population and housing census.
- Census Management Team
- Census Coordinating Team

In addition to these three levels of census organization, there are four national committees:
